[1]               David Melding: Good afternoon, everyone. Welcome to the Constitutional and Legislative Affairs Committee. I will start with the usual housekeeping announcements. We do not expect a routine fire drill this afternoon, so, if we hear the alarm, please follow the instructions of the issues who will help us to leave safely. Please switch mobile devices to silent or switch them off completely. These proceedings will be conducted in Welsh and English. When Welsh spoken, there is a translation on channel 1, and channel 0 will amplify our proceedings. We have received apologies from William Powell.

[2]               David Melding: Item 2 is on instruments that raise no reporting issues. However, they are listed there for us. Are there any comments?

 

[3]               Simon Thomas: Yn gyntaf, ar Reoliadau Addysg (Athrofa Brifysgol Ewropeaidd) (Cymru) 2014, nodaf fod y rheoliadau hyn wedi dod i’r pwyllgor ac i fodolaeth oherwydd fe wnes i alw i mewn y rheoliadau cynt ar gyfer trafodaeth yn y Siambr. Felly, mae’n enghraifft bod y broses yn gallu gweithio. Mae’r Llywodraeth wedi gwrando ac wedi dod yn ôl â rheoliadau gwell o lawer sy’n cario ymlaen â’r arfer o gefnogi o leiaf un person i astudio ar lefel Ewropeaidd. Felly, rwy’n falch gweld y rheoliadau newydd, ac ni wnaf alw’r rhain i mewn.

 

Simon Thomas: First, on the Education (European University Institute) (Wales) Regulations 2014, I note that these regulations have come before this committee and into existence because I called in the previous regulations for discussion in the Chamber. So, this is an example that the process can work. The Government has listened and it has come back with much better regulations that continue with that practice of supporting at least one person to study within the European institute. So, I am pleased to see these new regulations and I will not be calling these in.

 

[4]               David Melding: I am pleased to note that this leverage has had some effect. Well done. Are there any other comments? No. Okay. We note all of those.

[5]               David Melding: Item 3 is on instruments that do raise reporting issues, and there is one, which is on the Keeping and Introduction of Fish (Wales) Regulations 2014. Are we content with that and the report? We are. Thank you very much.

[6]               David Melding: There are two items of correspondence. One is from the Chair of the Environmental and Sustainability Committee, Alun Ffred Jones, just setting out some of the issues relating to animal welfare. Obviously, we have been involved and are referred to also in this, particularly around the control of dogs and microchipping.

 

[7]               Alun Davies: I express an interest in that issue.

 

[8]               Simon Thomas: A oes unrhyw wybodaeth bellach o gwbl ynglŷn â’r hyn sy’n digwydd o ran y microchips? Rydym yn awr yn mynd i ddelio â rheoliadau ar wahân ar gyfer bridio cŵn, ac mae hynny’n digwydd wythnos nesaf, rwy’n meddwl. A oes unrhyw wybodaeth gan swyddogion ynglŷn â hynny? Rwy’n gweld bod y pwyllgor wedi codi’r mater, ond—.

 

Simon Thomas: Is there any further information at all in relation to what is happening with the microchipping? We are now going to deal with separate regulations on the breeding of dogs, and that is happening next week, I believe. Is there any information from officials on that? I see that the committee has raised the matter, but—.

[9]               Ms Salkeld: No, we do not have any further information about when it will be laid.

 

[10]           Simon Thomas: The Government was quite keen to say that it was working with officials of the committee, which I thought was interesting.

 

[11]           David Melding: Well, perhaps it intends to. [Laughter.] There has not been much collaboration yet—on that anyway.

 

[12]           Simon Thomas: Okay.

 

[13]           David Melding: I suspect that they will come fairly soon, because you would not want too large a gap between these regulations, as they do interact somewhat.

 

[14]           Mr Griffiths: I think there was going to be a delay because of the need to contact the Commission about the technical standards directive.

 

[15]           Ms Salkeld: I am not sure.

 

[16]           Mr Griffiths: That may be what has happened.

 

[17]           David Melding: We will keep an eye on it anyway. Is there anything else on that? No.

 

[18]           There is also correspondence from the Chair of the Health and Social Care Committee, David Rees. Again, this is very good practice in that the committee has identified that, as well as our scrutiny, it wants to look at something as well. We are very pleased that it wants to look at it. Okay. So, we note that.

[19]           David Melding: I move that

 

the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).

 

[20]           I do not see any Member objecting, so please switch off the broadcasting equipment and clear the public gallery if necessary.
